The war in Ukraine should be seen as the result of a clash of the political culture based on the 19th-century "Concert of Europe" paradigm and the effects of globalization in the form of global economic integration, technological progress, and the independence of Ukraine, Belarus, the Caucasus and Central Asian countries. And the tensions between the United States and China only add to this picture. Whatever the outcome of the war, Europe is going to be faced with a long-lasting divide that has emerged between the proponents of old thinking and the aspirations of the peoples of Central and Eastern Europe. Poland should be the first country to propose a specific recovery plan for Ukraine.
